This is not installed by default. You need to enable it by taking the steps below:
Server Manager | Features | Add.
Drill down to: Remote Server Administration Tools | Role Administration Tools | Active Directory Domain Services Tools | Active Directory Domain Controller Tools.
My notes: In W2008 it shows up as AD DS and AD LDS Tools and required a reboot.
